In Bangladesh SIM Cards are very cheap to buy. There are very few people having only one SIM Card. The mobile phone service providers also offering amazing amenities like bonus minutes, bonus SMS, bonus MMS, bonus Internet, free talk time etc. with the new connections. So people are inspiring to buy new SIM cards one after another.

But, managing lots of connections is really boring and difficult. So, some SIM cards are remaining unused and/or closed. One the other hand, the phone companies are offering free minutes, bonus talk time etc. on recharge again. That's why the users are starting to use those closed SIM cards again.
